At PAC Services, we believe that being a smaller agency makes us stronger. Unlike large providers who often focus on numbers and growth, we are committed to personalized, person-centered support that truly makes a difference in the lives of adults with developmental disabilities and their families.

Since 2015, PAC Services has been helping individuals in Cuyahoga County and Northeast Ohio build independence, develop life skills, and enjoy meaningful community experiences. For more than a decade as a certified provider of choice, we have delivered home and community-based services with compassion, consistency, and heart.

We aren’t the largest provider, and that’s by design. PAC Services has remained small so that we can stay personal, approachable, and family-like. Many of the individuals we’ve supported have been with us for years. Only when someone moves or passes away do we have openings to welcome new participants.

That makes PAC feel like an exclusive community where care is consistent, relationships last a lifetime, and every individual is truly valued. For families, it means peace of mind knowing their loved one is not just “filling a slot” but becoming part of something special.

Residential Supports – 24/7 group homes and drop-in care designed to feel like family.
HPC Transportation – safe and dependable rides to and from employment, community activities, medical appointments, therapy, and day programs.
Medication Support – all staff are state-verified medication passers, ensuring proper and safe medication administration.
Qualified Staff – every team member passes a background check, holds required certifications, and meets or exceeds industry standards.

PAC Services was founded by Lisha Manuel, a compassionate leader who believed that both employees and the people we serve should be treated like family. Lisha built PAC on the values of kindness, respect, and community, ensuring that every individual felt supported and celebrated.

Her legacy continues to guide us today. The family-like environment she created remains at the heart of PAC Services, inspiring our team to provide personalized, person-centered care that makes a lasting difference in the lives of adults with developmental disabilities across Cuyahoga County.

Community Advocate & Resource Connector

One of PAC Services’ strengths is our strong leadership team. Sandy Balzer of Ohio brings decades of experience working for the Cuyahoga County Board of Developmental Disabilities. Her deep knowledge of the system and her strong network of community connections make her an invaluable resource for the individuals and families we serve. As Director of Operations at PAC Services, Jeff plays a vital role in keeping our agency strong, efficient, and focused on what matters most: the people we serve. With outstanding organizational, communication, and leadership skills, Jeff ensures that our day-to-day operations run smoothly while also guiding PAC toward long-term growth and success.

Known for his ability to develop innovative solutions and foster teamwork, Jeff helps PAC Services continue to meet our goals as a small, person-centered agency.
